One-Stop Shop Procurement Process of Goods and Services PDF Print E-mail

DAVAO CITY—A “One-stop shop” for the procurement of goods and services was conducted by the Department of Education Division of Davao City (DepEd) at the Learning Resource Management and Development System (LRMDS) Conference Room on Friday, September 28, 2018. 

alt As indicated in the RA 11032 titled "AN ACT PROMOTING EASE OF DOING BUSINESS AND EFFICIENT DELIVERY OF GOVERNMENT SERVICES, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 9485, OTHERWISE KNOWN AS THE ANTI-RED TAPE ACT OF 2007, AND FOR OTHER PURPOSES", the “One-stop shop” was an initiative to fast track the processes involved in the procurement of goods and services.

According to the Assistant Schools Division Superintendent (ASDS) Basilio Mana-ay Jr. CESE, the recently established One-stop shop showed a significant increase in the efficiency of the procurement functions of goods and services. “Usually, the procurement process takes 45 days. This One-stop shop aimed at subtracting the number of days,” ASDS Mana-ay said.

The One-stop shop procurement process were as follows: (1) Opening of bids and determination of the lowest calculated bid, (2) Preparation and approval of the Technical Evaluation Report vis-à-vis government permits, (3) Preparation of and approval of abstract, (4) Preparation of Purchase Order (PO), (5) Obligation of PO and certification of the availability of funds, (6) Approval of PO, and (7) Serving of PO.

“We would like to thank the Schools Division Superintendent for coming up with this brilliant idea of the One-stop shop. We would also like to thank our colleagues for their cooperation in doing this activity,” ASDS Emma Camporedondo CESE said.

Based on the DepEd Order No. 13, s.2016, the Maintenance and Other Operating Expenses (MOOE) shall be allocated to procure goods and services as deemed necessary by schools. Last September 17, 2018, the DepEd Division of Davao City also initiated a One-stop shop for the school downloading of the Maintenance and Other Operating Expenses (MOOE); the school heads and the school MOOE in-charge took part in the said activity.
